Job Summary

WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the Public Works Guild bargaining unit applying 7.24.2026-7.31.2026 This position performs professional work employing considerable project management skills to manage multiple high-priority projects within the Public Works Department. Work may be focused on a specific project phase, or may span all project phases from inception through completion. The position allocated to this class is responsible for the effective planning and management of high-priority projects. Work is performed with considerable independence under the general direction of the Senior Management, or a designee. Supervision may be a function of positions under this classification. Job Description: ESSENTIAL JOB FUNCTIONS Plans and implements multi-faceted projects and programs that typically involve coordination and considerable interaction with County staff, governmental and community agencies, community groups, the general public, etc. Follows defined project management methodology to achieve positive results. Facilitates the definition of project scope, goals and deliverables. Writes project specifications. Defines project tasks and resource requirements. Develops full scale project plans. Implements and manages project changes and interventions to achieve project goals. Assembles, reviews and maintains all pertinent documentation. Estimates and manages project budget and resource allocation. Prepares detailed cost estimates as needed. Plans and schedules project timelines. Tracks project deliverables using appropriate tools. Provides direction and support to project team. Assists in training others on project management skills. Evaluates project for adherence to quality assurance plans. Monitors and reports on progress of the project to all stakeholders. Identifies, tracks, manages and mitigates risk. Escalates issues when necessary to ensure minimal impact to quality, budget, and timeline. Maintains project compliance in each aspect of project. Performs other related duties as required/assigned. EDUCATION AND EXPERIENCE REQUIREMENTS Bachelor’s degree and four (4) years of professional experience managing public works projects, or an equivalent combination of education and experience. OR any combination of education, training, and experience that provides the desired knowledge, skills and abilities to perform the work. Project Management Professional (PMP) is desirable. Possession of a valid Washington Driver's License at time of hire and for the duration of employment. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of project management principles and practices. Knowledge of standard procedures used in completion of projects, including quality control. Knowledge of operations and requirements for the assigned department or area. Knowledge of finance and budgeting for purposes of project management. Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction. Skilled in establishing and maintaining effective working relationships with key stakeholders. Skilled in critical thinking and problem solving skills. Skilled in the use of personal computers and related computer software applications. Skilled in applying effective customer service techniques. Skilled in interpersonal, communication, facilitation and presentation skills. Skilled in planning and organizing. Skilled in department or area operating processes, computer applications, operating systems and current technologies. Ability to plan, organize, lead and manage complex and multiple projects from start to finish. Ability to plan, assign, schedule, direct and evaluate the work of others. Ability to research legal documents, codes, and regulations. Ability to review and evaluate the work of others and provide advice and assistance on work improvements. Ability to write reports and other documents in a clear and concise manner. Ability to organize work tasks to complete projects in accordance with established deadlines. Ability to use sound judgment and work effectively with only general supervision. Ability to deal with the public in a pleasant, courteous, and calm manner and explain technical materials, when necessary, in an understandable manner. Ability to work effectively in a highly stressful environment. Total Compensation: $97,356 - $135,606 Annually Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave).
