Responsibilities

Employee Contract Type: Open-ended contract Location: Based in Khentii province Reports to Opeartions Director. The Area Development Program (ADP) Manager provides strategic leadership and oversight of integrated development programmes across assigned geographic areas, ensuring effective programme design, implementation, monitoring, learning, and adaptive management in alignment with World Vision Mongolia’s strategy and the Future Ready Sponsorship (FRS) model. The position leads FRS implementation by strengthening sponsorship integration, community engagement, evidence-based decision-making, and programme quality through the Adaptive Programming Approach (APA). The ADP Manager oversees a multi-sectoral programme portfolio that integrates child well-being, child protection, education, livelihoods, resilience, disaster risk reduction, and GEDSI principles, while building strong partnerships with government, communities, donors, sponsors, and other stakeholders. The role provides leadership in programme management, people development, resource stewardship, and accountability, ensuring programmes remain responsive to evolving needs and contribute to sustainable outcomes for vulnerable children and communities. The position fosters cross-functional collaboration and ensures that all work reflects World Vision’s core values: Christ-centred, child-focused, and community-empowering. 20% Leadership & Strategic Management Contributes to the planning and implementation of World Vision Mongolia’s East Region development programmes by co-developing and implementing issue-based projects and initiatives. Manages the alignment of Child Sponsorship programming with Global Centre’s and Support offices' new strategic initiatives, including the Future Ready Sponsorship (FRS), by integrating core elements such as EWV, CP, and GEDSI, Adaptive Program Approach, Sponsorship initiatives (SI) into Area Development Program operations and planning. Provides strong and positive leadership to the Area Development Program, ensuring competent and motivated staff are hired and retained, and high-performers are identified and nurtured. Supports professional and personal development of Area Development Program staff, emphasizing on-the-job coaching and facilitating ongoing action learning and reflection. Lead annual staff development planning for alignment with National office competency frameworks, and hold regular performance conversations in line with World Vision’s processes. Serve as a role model in living out the Witness to Jesus Christ policy, demonstrating Christ-centred leadership to the ADP team. 20% Program and project management Lead staff coordinating with Technical Program Coordinators in planning and implementing technical programs in the ADP and ensuring scope, quality, budget, and schedule are met as per plan Lead Development Facilitators in developing Individual Plans for their Target Areas, monitor progress and inform the Operations Director on critical issues, and implement the decisions Analyse Technical program and Community Engagement and Sponsorship Program guidelines, Plans, implementation processes, and progress in the Area Development Programs, and inform the Operations Director on critical issues with recommendations for collaborative decision-making with NO specialists. Analyse problems of the community along with the Development Facilitator and develop plans on sustainability, crosscutting elements, disaster risk reduction, and advocacy. Ensure Most Vulnerable Children assessment and mapping are done within the program area and ensure their involvement and benefit from technical project interventions/ models. Conduct reflections and analyses of implementation mechanisms for developing/adopting/sharing best practices, Lessons learned, Innovations, and Changes in the Projects and Project management approaches 20% Accountability and quality assurance Appropriate estimation, allocation, coordination, spending, and distribution of all program resources, including monetary resources. Program effectiveness is regularly assessed and evaluated to ensure follow-up on program review/audit. Promote World Vision International’s core values of stewardship throughout the Area Program and Operations areas. Guide inclusive consultations (e.g., Indabas, CWB consultations), ensuring the meaningful participation of communities, especially the most vulnerable groups. Apply standard WV planning tools such as the Area Development Programme Plan Template, Partnership Agreement Checklist, and context monitoring tools. Lead community needs assessments, stakeholder mapping, and vulnerability analysis using templates like the DMEAL Assessment and Design Template. Use real-time data to guide programming decisions; ensure frequent reviews and learning loops (e.g., Community Review and Planning meetings). Child Protection Leadership: Facilitate the formation and strengthening of CP Partner Groups; ensure safeguarding systems are in place and functioning. GEDSI Competency: Promote gender equality, disability inclusion, and social inclusion across all programmatic work. Apply GEDSI-sensitive analysis, inclusive planning, and risk management. Empowered Worldview (EWV) Facilitation: Equip community champions and integrate faith-based empowerment activities and messaging into programme delivery. 15% Liaison/ Networking Develop and maintain strong relationships with major (government/private) donors and World Vision Support Offices Build and maintain strategic partnerships with government agencies, civil society organizations, faith-based groups, and community leaders across multiple provinces to enhance programme impact, advocacy, and sustainability. Effectively represent World Vision’s identity, values, and programming approach to diverse audiences, including local communities and government actors, to co-develop shared projects and foster local ownership and sustainability. Assess and strengthen partners’ institutional and technical capabilities (e.g., using BUILD tools). The ADP Manager leads local advocacy efforts aligned with World Vision Mongolia’s strategy, ensuring priorities like child protection, sanitation, ENOUGH, and climate resilience are integrated across programs and drive policy change. 10% Resource acquisition Actively contribute to the development of new projects by sharing proven local best practices, exploring innovative methodologies, and recommending priority target areas. Coordinate multi-sector and multi-funded programme planning in alignment with global models, sponsorship requirements, and donor commitments. Contribute to donor engagement, resource acquisition, and fundraising efforts through proposal development, programme evidence, and knowledge sharing. 10% Reporting and Knowledge Management Timely submission of Area development programs’ reports, compiling staff reports, and providing information for annual/ semi-annual reporting to the Support Office Share AIM assessment results with local stakeholders annually and ensure that priority indicators requiring improvement are incorporated into annual planning and implementation for targeted action. Ensure program quality through effective use of Partnership systems (e.g., iMPAQ) Ensure financial reports and explanations of Technical Programs are adequately prepared and reported Lead the process of continuous learning of Area development programs staff on the Adaptive Program Approach (APA), TD principles, and TD core elements such as EWV, CP, and GEDSI, program quality, humanitarian action, and development aspects. Capture the program information and success stories, best practices, and lessons learnt. Communicate World Vision’s identity, mission, vision, values, and our approach to work in contextually appropriate ways 5% Other responsibilities To support the spiritual well-being and development of team members, the ADP manager will implement regular devotional times, team prayer, and spiritual retreats while modeling servant leadership and spiritual maturity in your day-to-day interactions. Actively participate in relevant capacity-building initiatives (online or in-person) and spiritual development activities such as devotions and chapels. Perform other duties as assigned by the Operations Director to support the overall mission and effectiveness of World Vision Mongolia Required Education, training, license, registration, and/or Certification University degree in Social Science, Business Administration, or related fields Project management certification is preferred Strong understanding of child-focused and community-based development principles and practices. Experience

Minimum 3-5 years’ work experience in Program/Project Development with a thorough understanding of all areas of program/project management cycles in a complex context or international organization.

Experience

in a leadership role of at least 2-3 years

Experience

in managing and coordinating development programmes across multiple geographic areas, including collaboration with local government authorities, community stakeholders, and partners.

Experience

in using evidence, learning, and adaptive management approaches to improve programme quality, strengthen local systems, and achieve sustainable outcomes for children.
