Job Summary
The Compliance Program Manager verses compliance with regulatory requirements, electric reliability standards, contractual obligations, and internal compliance protocols supporting Project Delivery. This role executes compliance policies and controls, monitors ongoing adherence, and assesses the impact of emerging requirements on project delivery activities. The position partners across Legal, Engineering, Operations, Project Delivery, and Corporate Compliance to integrate compliance into project execution. Responsibilities
Lead execution and maintenance of Project Delivery compliance policies, procedures, controls, monitoring activities, and governance mechanisms. Collaborate with Legal, Engineering, Operations, Project Delivery leadership, and Corporate Compliance to align compliance obligations and requirements. Monitor emerging regulatory requirements and evaluate impacts on Project Delivery operations and compliance programs. Coordinate contractual, regulatory, and NERC-related reporting through ARCHER and other established compliance processes. Track and manage compliance obligations, deadlines, and reporting requirements associated with PPAs, IAs, and related agreements. Prepare audit packages, compile supporting evidence, respond to data requests, and participate in internal and external compliance audits. Facilitate compliance awareness through workflows, RACI documentation, training activities, acknowledgements, task forces, and process integration efforts. Establish lessons learned processes and ensure findings are captured, tracked, and communicated during pre-FID and post-FID project activities. Support operational, ISO/RTO, environmental, CEII, safety, QA/QC, PLA, Path to COD, and related compliance requirements across the portfolio. Develop and enhance compliance systems, automation, records management practices, and audit-ready documentation, including tax credit and financing compliance activities. Required
Qualifications
Bachelor's degree in Business Administration, Engineering, Construction Management, Project Management, Legal Studies, Compliance, Finance, Environmental Science, or a related field. Minimum 8+ years of experience in compliance, regulatory affairs, project controls, risk management, quality management, audit, or project delivery within energy, utilities, infrastructure, construction, or related industries. Minimum 3 years of experience supporting large-scale power generation, transmission, and/or distribution projects.
Experience
managing compliance programs involving contractual, regulatory, audit, governance, and evidence management requirements. Working knowledge of compliance requirements applicable to power generation, transmission, and distribution companies, including relevant regulatory and contractual frameworks.
Experience
using governance, risk, and compliance platforms such as ARCHER or equivalent systems and maintaining auditable records. Proficiency with Microsoft Office applications, reporting tools, dashboards, trackers, workflows, and governance reporting processes. Ability to coordinate cross-functional stakeholders and manage multiple compliance obligations, deadlines, audits, and documentation requirements.
Preferred Qualifications
Master's degree or professional certification in Compliance, Project Management, Risk Management, Quality, or Business Administration.
Experience
with NERC Reliability Standards, FERC requirements, ISO/RTO market requirements, environmental compliance processes, PPAs, IAs, or EPC contracts. Knowledge of renewable energy project development and construction processes involving wind, solar, or battery energy storage projects. Familiarity with IRA tax credit compliance requirements, including Prevailing Wage & Apprenticeship, Domestic Content, and Beginning of Construction requirements.
Experience
