This role ensures alignment with Charlotte’s growth initiatives, fiscal stewardship, and community development goals. Responsibilities

Portfolio Strategy & Planning Develop and implement long-term strategies for optimizing the city’s real estate portfolio Participate in real estate asset performance reviews and collaborate on recommending repositioning or redevelopment opportunities Align portfolio decisions with city planning, sustainability, and equity goals Acquisitions & Dispositions Lead site selection, due diligence, negotiations, and closing processes Coordinate with legal, planning, and engineering teams for approvals and compliance Manage disposition of properties in accordance with city policies and public transparency Leasing, Licensing and Property Management Negotiate lease/license agreements for the city as landlord or tenant Maintain tracking systems for lease terms, payments, insurance, and renewals Collaborate with Finance, Risk, and Facilities Operations to ensure operational readiness Ensure maintenance, access, and operational coordination for city facilities Support move-in/move-out logistics and inventory tracking Governmental & Public Engagement Prepare reports and presentations for Finance, Leadership, City Council, and community/public meetings/hearings Ensure compliance with local ordinances, public notice requirements, and community engagement standards Represent the city in intergovernmental and stakeholder negotiations Systems & Reporting Utilize platforms such as Cityworks and Workday for documentation and workflow Maintain lease abstracts, property records, and audit-ready documentation Support integration of GIS and asset management tools Knowledge, Skills & Abilities North Carolina Real Estate Brokers license Strong negotiation and contract management skills Proficiency in real estate systems (Cityworks and Workday) Excellent communication and stakeholder engagement abilities Analytical mindset with ability to synthesize data and present actionable insights Proven customer service, collaboration, conflict management, interpersonal communication, public speaking, and process improvement skills are essential. Ability to exercise good and independent judgment. Some evening and weekend work required Hybrid office/field environment with site visits required Occasional evening or weekend work for council meetings or urgent property matter

Preferred Qualifications

North Carolina Real Estate Broker’s License, preferred 5+ years of experience in real estate, preferably in a municipal or public sector setting Minimum

Qualifications

Bachelor’s degree in Real Estate, Public Administration, Finance, Urban Planning, or related field and at least five years of real estate experience or equivalent education, skills and abilities to perform the essential duties of the position Familiarity with North Carolina municipal law and public procurement practices Ability to attain NC Real Estate Broker’s License within two years of hire CONDITIONS OF EMPLOYMENT The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
