Manager/Executive Manager (Resource Planning Section)
Job description
[What the role is] You will be part of the Memorial Facilities Planning Division, which oversees the planning of after-death facilities and services in Singapore. You will contribute to operations planning efforts to ensure that the Government after-death facilities are efficiently managed and operated. The team undertakes end-to-end procurement administration including conceptualisation and market research, crisis planning, securing and monitoring of budget, as well as continuous improvement of services. [What you will be working on] You will be responsible for the following: Formulate policies, operational strategies and plans to enhance after-death facilities and services. Oversee projects and initiatives to improve service delivery and operational readiness, including conceptualising new ideas, developing project scopes, conducting market research, and engaging the industry to understand the supplier landscape. Plan and manage end-to-end procurement activities, including the drafting of requirements and tender documents, calling, evaluation and award of tenders and quotations, while ensuring compliance with Government Procurement guidelines. Lead and coordinate emergency response efforts for after-death operations, including conducting readiness exercises and ensuring operational preparedness. Oversee budget planning, tracking and utilisation, and conduct variance analyses to ensure expenditure aligns with approved allocation. Manage land and building assets, including evaluation and assessment of temporary occupation licences and records management in accordance with guidelines Perform any other ad hoc duties assigned by supervisor. [What we are looking for] Requirements: Experience in planning, procurement or policy work is preferred. Familiarity with budget management, government procurement guidelines and processes would be an advantage. Excellent written and verbal communication skills. Strong analytical, conceptualisation and problem-solving skills. Comfortable to work in a fast-paced environment that would require the ability to manage multiple priorities and stakeholders at the same time. Able to deal with complexity and ambiguity. Self-driven and always ready to strive for improvement.
