[What the role is] [LTA-RCID] DEPUTY / ASSISTANT MANAGER, LEARNING & COMMUNICATIONS (CAPABILITY DEVELOPMENT) [What you will be working on] You will play a key role in aligning learning programmes with the Group’s capability development priorities while ensuring that learning experiences are effectively communicated, engaging and professionally delivered. You will contribute to the planning and execution of learning strategies, identifying opportunities to enhance staff engagement, and developing creative communication approaches that strengthen learning participation and awareness. You will also oversee the development of learning-related communications, including EDMs, homepage content, event announcements, publicity materials, post-event write-ups and other digital communications, includes the managing the visual storytelling through photography and videography, producing high-quality multimedia content to showcase learning initiatives and organisational events. In addition, you will coordinate learning programmes such as Learn Day sessions, internal sharing sessions and internal capability development activities, overseeing scheduling, stakeholder engagement, registration, logistics, attendance management, feedback analysis and programme administration. You will also prepare presentation materials, event briefs, communication plans and planning trackers to ensure smooth programme delivery and continuous improvement. [What we are looking for] Knowledge in Communications, Build Environment, Civil & Structural Engineering, Marketing, Business, Human Resource Development, Organisational Development, Media, or a related discipline Strong strategic thinking skills, with the ability to align learning initiatives and communications with organisational capability development objectives Excellent writing and communication skills, with experience preparing professional EDMs, articles, presentations and communication materials. Creative mindset with the ability to develop engaging campaigns and learning experiences Proficient in photography and videography, including basic editing and production of multimedia content for digital platforms Experience managing corporate communication channels such as intranet homepages, newsletters, EDMs and event publicity Strong organisational and project coordination skills, with the ability to manage multiple initiatives and stakeholders concurrently Proactive, resourceful and collaborative, with confidence in engaging stakeholders across all levels of the organisation Working experience in the Build and Environmental Sector, relating to consultancy, training, construction and/or construction-related works is preferred Proficiency in Microsoft Office and familiarity with design and multimedia tools (e.g. Canva, Adobe Creative Suite, CapCut or equivalent) is an advantage As part of the shortlisting process for the role, you may be required to complete a medical declaration and / or undergo further assessment. http://jobs.careers.gov.sg The Singapore Public Service plays a key role in the economic growth, progress and stability of Singapore by formulating and implementing government policies, as well as providing key public services.
