Job Description & Summary PwC’s Public Sector practice delivers advisory and analytical support for EU institutions, focusing on process optimizations, structural reforms, and digitalization. Our teams work across complex assignments for EU institutions, public authorities and international organizations, combining multidisciplinary expertise to provie high‑quality, evidence‑based solutions. We are looking for an experienced Senior Business Analyst to support the analysis, design, implementation, and continuous improvement of large-scale ICT solutions operating in the area of border management and security systems. The successful candidate will work closely with business stakeholders, product owners, project teams, and technical experts to translate business needs into effective solutions while ensuring alignment with organizational objectives, regulatory requirements, and best practices in process management and business analysis. For an ongoing client assignment, we are looking for: Senior Business Analyst (freelance) Your future role: Model and document business processes, value streams, capabilities, roles, and data structures, Elicit, analyse, validate, and manage business requirements and user stories throughout the system lifecycle, Support business experts and product owners in defining requirements and priorities, Translate business, user, and technical needs into clear business requirements specifications, Analyse existing systems and identify opportunities for enhancements and process improvements, Evaluate solution options and contribute to business cases and feasibility studies, Support system design, testing, quality assurance, change management, and deployment activities, Design, validate, and optimise business processes to achieve operational excellence, Develop and maintain analytical and project documentation, Conduct quantitative business process analyses, including cost-benefit and what-if scenarios, Define business architecture transition roadmaps and support strategic planning initiatives, Support organizational change initiatives and performance monitoring of business processes, Coach stakeholders and end users on process changes and new ways of working, Collaborate with process owners to drive continuous business improvement and operational efficiency, Communicate project objectives, requirements, scope, and business value to stakeholders at all levels. Apply if you have: At least two internationally recognized Business Analysis certifications, such as CBAP, Certified UML Professional (Foundation Level), BPMN 2 Fundamental, or equivalent, Proven experience as a Business Analyst across the full software development lifecycle, including requirements elicitation, analysis, design, implementation, testing, and deployment of ICT solutions,
Experience
in projects related to the Schengen Information System (SIS) and solutions involving biometric data processing, fingerprint scanning (NIST standard), MRZ-enabled document scanning, or RFID-based identity documents, Practical knowledge of Data Privacy, Data Protection Impact Assessments (DPIA), Information Security Risk Assessment, and security requirements within EU Institutions, Strong knowledge of business process modelling using BPMN and analysis/modelling techniques such as UML, Hands-on experience with modelling tools, including Sparx Enterprise Architect, ARIS Architect, or equivalent platforms, Excellent analytical, problem-solving, stakeholder management, and communication skills, Ability to create and maintain high-quality analytical and project documentation,
Experience
working in complex ICT environments, collaborating with multiple stakeholders, and operating effectively in international and multicultural teams, Willingness to engage as a freelancer under a B2B contract model. Nice to have:
Experience
working with EU Agencies, European Institutions, or public sector organizations,
Experience
supporting digital transformation and business process improvement initiatives, Familiarity with border management, identity management, biometric systems, or security-related ICT solutions.
