Senior Manager (North West CDD)
Job description
[What the role is] The Senior Manager (Community Development Division) [SM(CDD)] supports the Director and Deputy Director in driving the effectiveness of Constituency Offices (COs) and Grassroots Organisations (GROs) across the CDD in achieving PA's community building objectives. The role serves as a key coordination and planning hub at HQ, translating strategic priorities into actionable programmes, governance frameworks, and operational guidance for the field. Through close collaboration with PA HQ divisions and external partners, the incumbent helps strengthen the ground capabilities of COs and GROs to deepen resident engagement and build social capital. [What you will be working on] Formulate, implement, and review plans and initiatives to enhance the operational effectiveness of GROs across the CDD, ensuring alignment with PA's strategic objectives and community building goals. Coordinate with relevant PA HQ divisions to curate and roll out innovative outreach and engagement programmes that enable COs and GROs to widen their reach and deepen resident participation. Monitor compliance of COs and GROs with PA's Financial Rules and Regulations, providing guidance to strengthen financial governance and accountability at the ground level. Oversee and ensure the quality and timeliness of submissions, nominations, and applications from COs, maintaining accurate reporting and proper documentation for management's use. Manage end-to-end training coordination for CO staff, including needs identification, programme sourcing, budget planning and oversight, and training effectiveness evaluation to ensure staff are equipped and resources are optimally utilised. [What we are looking for] Collate, analyse, and synthesise data and ground feedback to prepare comprehensive management reports that support evidence-based decision-making by the Director and Deputy Director. Plan, monitor, and manage the Division's budget to ensure prudent and optimal use of resources in accordance with PA's financial procedures, guidelines and procurement policies.
