Job description
Job Category: Safety POSITION PURPOSE Oversees, plans, creates, and implements the Company’s Safety Management System (SMS) and Occupational Safety and Health Administration (OSHA) programs in accordance with 14 CFR Part 5, 14 CFR Part 121, and 29 CFR 1904/1910 to reduce work‑related injuries and enhance operational safety across a multi‑station regional airline network. Ensures all safety and training programs meet FAA, OSHA, and Company requirements and supports continuous improvement of the carrier’s safety performance. ESSENTIAL DUTIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Conducts formal safety assessments, investigations, and evaluations at all company locations, including line stations, regional maintenance bases, contract maintenance sites, airport ramp operations, and GSE shops, and may require immediate travel to complete investigations. Investigates and reports findings of regulatory compliance issues and facilitates corrective measures in accordance with 14 CFR Part 5 Safety Assurance and OSHA 29 CFR 1904 requirements. Schedules and conducts comprehensive inspections to identify hazards in regional airline environments such as ramp operations, quick‑turn aircraft servicing, deicing, fueling, cabin service, and outsourced maintenance. Evaluates safety and health programs and assists in developing and implementing required programs, including: Hazard Communication (29 CFR 1910.1200) Lockout/Tagout (29 CFR 1910.147) for GSE and maintenance Respiratory Protection (29 CFR 1910.134) for chemical, paint, and fire response operations PPE (29 CFR 1910 Subpart I) Walking‑Working Surfaces (29 CFR 1910 Subpart D) Fall Protection for aircraft stands, wing surfaces, and hangar operations Provides technical assistance to ensure hazards are corrected and corrective actions are implemented and verified through the SMS Safety Assurance process. Collaborates and inspects current safety policies and procedures for all safety programs, ensuring alignment with FAA SMS pillars: Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion. Assists in correspondence with FAA, OSHA, and state representatives regarding safety concerns, inspections, investigations, and abatement documentation. Partners with Flight Operations, Maintenance & Engineering, Airport Operations, Inflight, Dispatch, and all Company departments on safety and SMS initiatives. Conducts technical research and makes sound judgments based on analyses of FAA regulations, OSHA standards, and regional airline best practices. Analyzes regulations and safety issues, provides input, and defines impact on company activities, aircraft maintenance, and operational facilities. Analyzes injury, hazard, and operational safety data for trends and creates data visualizations to support Safety Assurance and leadership reporting. Supports development and delivery of safety training required under 14 CFR Part 5, 14 CFR Part 121, and OSHA standards, including ramp safety, deicing, and station operations. Fosters the Company’s core values and safety culture throughout the work environment. Performs various other duties as assigned. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES The requirements listed below are representative of the knowledge, skill, and/or ability necessary to perform this job. EDUCATION and/or EXPERIENCE Bachelor’s degree or equivalent. At least 3 years of previous experience in occupational safety, airline safety, SMS administration, OSHA compliance, or related area. Power BI proficiency or equivalent data analytics experience. Working knowledge of: 14 CFR Part 5 (SMS requirements) 14 CFR Part 121 regional airline operations 29 CFR 1904 and 1910 OSHA standards Ramp, deicing, and line maintenance safety practices PREFERRED EDUCATION and/or EXPERIENCE Bachelor’s degree or equivalent in safety, aviation safety, industrial hygiene, or related field. At least 5 years of previous experience in OSHA compliance or SMS program management within a Part 121 regional airline.
Experience
with FAA Voluntary Safety Programs (ASAP, FOQA, VDRP).
Experience
with OSHA Voluntary Protection Program (VPP).
Experience
working with contract maintenance and multi‑station operational environments. LANGUAGE SKILLS Ability to read, analyze, and interpret FAA regulations, OSHA standards, technical procedures, and professional publications. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from managers, employees, regulators, and external stakeholders. REASONING / PROBLEM‑SOLVING ABILITY Ability to apply common‑sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to conduct root cause analysis using structured methodologies and apply Safety Risk Management principles. DECISION MAKING Makes day‑to‑day decisions used to support strategic safety direction. Decisions often require interpretation of FAA and OSHA regulations and analysis of SMS data. Decisions tend to be short‑term and moderate cost but may influence long‑term safety performance and regulatory compliance. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Lift up to 50 pounds up to 35% of the time. Ability to stand, walk, climb aircraft stands, access confined spaces, and work in ramp environments during inspections. Ability to work outdoors in varying weather conditions common to regional airline operations. Ability to wear required PPE in accordance with 29 CFR 1910 Subpart I. WORK ENVIRONMENT The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Exposure to airport ramp environments, aircraft hangars, maintenance facilities, and operational areas. May be exposed to noise, jet blast, moving aircraft, GSE, fumes, or airborne particles. Frequent travel to line stations, maintenance bases, or incident sites is required due to the distributed nature of regional airline operations.
