The Program Delivery Manager owns the execution of the Division of Traffic Operations’ traffic signal capital program taking projects at the completion of design and managing them across multiple concurrent contracts and contractors through to final completion. This is where completed designs become working infrastructure on the street. In this capacity, the Program Delivery Manager supports the NYC Streets Plan by coordinating contract delivery to ensure signal installations advance transit-priority corridors, Better Buses projects, and other transit-supportive street improvements across the city.
The role operates at the program level, coordinating the full portfolio of traffic signal work, keeping projects moving between hand-offs, and giving leadership a clear, current picture of delivery across the city. Success in this role requires strong organizational and analytical skills, the ability to build systems that create visibility, and the judgement to identify problems before they become delays. The Program Delivery Manager works across internal teams and external contractors to keep projects advancing, while translating complex program information into clear actionable insights for decision makers.
