and Training (CET) ecosystem through strategic partnerships and management of CET providers, and engagement of enterprises in skills development. Specifically, the IDD2 will contribute to building a robust, high quality Continuing
Education
and Training (CET) ecosystem by partnering strategic training providers, enterprises, and agencies to translate industry trends into actionable skills strategies and workforce transformation outcomes aligned with industry and Job Transformation Maps (JTMs). [What you will be working on] You will be reporting to the Team Lead and be part of a team responsible to perform industry development and partnership engagement work. Translating industry and workforce intelligence into actionable skills and training interventions Driving industry‑led partnerships to support workforce transformation and skills upgrading Implementing and scaling national programmes such as SCTP Monitoring programme effectiveness and continuously refining strategies based on data and feedback Industry & Skills Strategy Synthesises local and international industry intelligence into jobs, skills, and training strategies Applies labour market insights to identify priority and emerging skills areas Identify and engage best-in-class partners to do demand sensing, develop training solutions and drive skills upgrading Work with strategic partners to implement CET Sector plans Partnership Development & Account Management Identifies, evaluates, and engages best‑in‑class partners (enterprises, CET Centres, IHLs) Builds and sustains strategic partnerships to co‑develop training solutions and demand‑driven programmes Manages partner lifecycle including appointment, renewal, performance monitoring, and issue resolution Appoint and manage partners for SCTP and other relevant industry programmes Programme Development & Delivery Works with partners to curate, design, and implement training programmes, including SkillsFuture Career Transition Programme (SCTP) Develops and curates bridging and foundational modules (e.g. workplace, digital, financial literacy) to support diverse learner segments Explores and applies different training modalities to meet workforce and industry needs Stakeholder Engagement & Coordination Coordinates effectively with internal divisions and external stakeholders to deliver national programmes Builds networks with economic agencies, companies, TACs, unions, and training partners Communicates clearly across operational and senior levels to align stakeholders and drive outcomes Monitoring, Evaluation & Governance Tracks programme take‑up, training partner performance, and outcomes against agreed targets Gathers and analyses training demand data, including in new and emerging sectors Manages funding agreement, reporting, and administrative processes with strong governance and accountability [What we are looking for] Possess the required competencies to execute the job duties proficiently Up to 7 years of relevant experience in industry development, partnership management, workforce development, or adult training and education
Experience
in Food Services, Retail, Design, Hotel, Tourism, Arts, Infocomm Technology, Media, Financial Services, or Early Childhood sectors would be an advantage. Demonstrated strength in research, analysis, and strategic synthesis Strong stakeholder management and communication skills, with the ability to work across multiple organisations and levels Proven partnership and account management capability, including contract and performance management
Experience
in monitoring, evaluation, and programme governance Business development mindset with the ability to identify and pursue new collaboration opportunities Resilient, adaptable, and collaborative team player who thrives in a fast‑paced, multi‑project environment Successful candidates will be offered a contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
