Responsibilities
Serve as liaison among project management, functional teams, line management, and customers to ensure alignment of program objectives. Develop, maintain, and monitor integrated program schedules, budgets, and risk registers, providing regular status reports and dashboards to senior leadership. Lead the creation and execution of Program Definition Documents, Strategic Rhythm, and integrated processes, tools, and infrastructure. Manage Earned Value Management (EVM) functions, acting as Control Account Manager, to track performance variances and forecast program health. Oversee requirements management, ensuring traceability, verification, and validation across the Technology Maturation and Risk Reduction phase. Coordinate staffing integration, resource allocation, and capability development to meet program milestones. Facilitate program reviews, presentations, and customer-engagement activities, delivering clear briefings and actionable outcomes. Implement and monitor issue and action-item tracking, driving timely resolution and continuous improvement. Develop and maintain program performance dashboards, metrics, and reporting tools (e.g., Tableau) to support decision making. Apply Agile program-management practices to drive iterative development, risk reduction, and schedule optimization. This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. Position

Qualifications
Bachelor’s degree from an accredited university and 8 years of relevant experience, OR a Master's degree and 6 years of relevant experience, OR a PhD and 4 years of relevant experience. 4 additional years may be included in lieu of degree. Must be a US Citizen with an active DoD Secret Clearance, at time of application, current and within scope, with an investigation date within the last 6 years. Must have the ability to obtain and maintain Top Secret Clearance and Special Access Program (SAP) approval within a reasonable period of time, as determined by the company to meet its business needs. Demonstrated knowledge of project-management principles and execution of large, complex programs, with experience leading teams and engaging senior customers. Proficiency with Microsoft Office applications (PowerPoint, Word, Excel and ability to produce briefings, status reports, and executive-level presentations.
Preferred Qualifications
Active DoD Top Secret Clearance. PMP certification and demonstrated expertise in earned value management and Agile project-management practices.
Experience
in system-development lifecycle, including requirements, integration, and test-metrics development within a multi-team environment. Familiarity with Engineering Procurement System, Capital/Government. Hardware Control, and schedule/risk/performance-management tools. Proven ability to facilitate program reviews, serve as Control Account Manager, and develop dashboards/metrics using Tableau or similar analytics platforms. Primary Level Salary Range: $101,400.00 - $152,200.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
