Airport Senior Civil Construction Manager

Position Title: Airport Senior Civil Construction Manager Job Description: The Airport Senior Civil Construction Manager provides senior-level construction management and field leadership for Airport capital improvement projects, with a primary focus on civil construction activities. This position manages construction-phase execution, supervises Airport and consultant construction inspection personnel, monitors contractor performance, coordinates field activities, and ensures work is completed in accordance with contract documents, project requirements, schedules, budgets, quality standards, and Airport operational needs. The position serves as a senior field representative for the Airport and works closely with Project Managers, design consultants, contractors, tenants, utility providers, regulatory agencies, and other stakeholders to resolve construction issues, coordinate changes, manage risk, and minimize impacts to Airport operations. The Senior Construction Manager also provides constructability input, supports change order development and negotiation, coordinates testing and inspection activities, and assists with project closeout while promoting consistent construction management and inspection practices across the Airport’s civil construction program. About the Position: The Airport Senior Civil Construction Manager provides senior-level leadership and hands-on field oversight for major Airport capital projects, directing construction activities, leading inspection personnel, managing contractor performance, and ensuring projects meet rigorous standards for safety, quality, schedule, and budget. Serving as a senior field representative for the Airport, this position works directly with project managers, engineers, contractors, consultants, tenants, utilities, and regulatory agencies to resolve construction challenges, navigate operational constraints, and keep critical projects moving forward. This is a high-impact leadership role for an experienced construction professional who thrives in the field and is ready to shape the successful delivery of complex civil infrastructure that supports the Airport’s continued growth and operations. Position Salary Range: $104,472 to $122,909 annually based on qualifications and experience. Duties
Supervises, schedules, and directs Airport and consultant construction inspectors and other assigned construction personnel. Assigns daily work, monitors performance, provides training and guidance, and ensures consistent inspection practices and documentation. Manages construction-phase activities for assigned Airport capital improvement projects to ensure work is performed in accordance with contract documents, approved plans and specifications, project requirements, schedules, budgets, quality standards, and Airport operational requirements. Serves as a senior field representative for the Airport during construction and provides day-to-day leadership, coordination, and construction management support for active projects. Coordinates with Project Managers, design consultants, contractors, Airport divisions, tenants, utility companies, regulatory agencies, and other stakeholders to resolve construction issues and minimize impacts to Airport operations. Reviews construction documents for constructability and provides input regarding sequencing, staging, phasing, access, operational impacts, and coordination requirements. Identifies field conflicts, discrepancies, unforeseen conditions, and constructability concerns during construction and coordinates resolution with the Project Manager, Engineer of Record, contractor, and affected stakeholders. Coordinates construction activities within the operational Airport environment, including work involving restricted areas, temporary closures, utilities, tenant operations, public access, aviation safety requirements, and other operational constraints, with priority given to maintaining safe Airport operations. Monitors contractor performance, construction sequencing, progress, staffing, and work activities. Reviews progress schedules and identifies schedule risks, coordination issues, or potential impacts to project milestones and Airport operations. Conducts and participates in preconstruction, construction progress, coordination, and other project meetings. Documents project status, decisions, action items, field conditions, and significant construction activities. Coordinates required material testing, special inspections, quality-control activities, and other construction verification efforts. Reviews reports and test results for compliance with specified project requirements and coordinates resolution of deficiencies. Evaluates and recommends construction changes based on scope, cost, schedule, constructability, and operational impacts. Coordinates revisions with the Project Manager and Engineer of Record and supports change order negotiation and documentation, ensuring required approvals are obtained before affected work proceeds. Monitors project risks and construction progress and provides regular status reports. Identifies potential scope creep, schedule impacts, cost exposure, and construction risks and recommends appropriate corrective actions. Monitors construction activities for compliance with applicable contract requirements, Airport standards, and regulatory requirements. Supports project closeout by tracking the completion and turnover of operation and maintenance manuals, warranties, required training, test reports, asset information, and other closeout documentation. Recommends improvements to construction management procedures, inspection practices, project delivery processes, documentation standards, and field coordination practices. Qualifications
Graduation from an accredited college or university with a bachelor’s degree in engineering, construction management, construction technology, or related field and twelve (12) years progressively more responsible work experience in construction project management.
Education
and experience may be substituted on a year-for-year basis. Demonstrated knowledge of modern construction techniques, technology, equipment, systems, and construction management principles. Ability to communicate effectively both orally and in writing. Ability to interface effectively with a variety of people, including co-workers, supervisors, contractors, consultants, government officials, and the public. Ability to solve construction related problems and administer construction contracts. Knowledge of the principles and practices of airport facility construction. Possession of a valid driver's license or driving privilege card. Desired
Qualifications
Experience
managing or leading construction-phase activities for complex civil infrastructure projects, preferably within an operational airport environment.
Experience
with airfield paving, grading, drainage, underground utilities, and related civil infrastructure.
Experience
working on Federal Aviation Administration (FAA)-funded projects or projects subject to FAA standards and requirements.
Experience
coordinating with project managers, inspectors, consultants, contractors, utility providers, regulatory agencies, and other project stakeholders.
Experience
supervising or leading civil construction personnel. Current Salt Lake City Department of Airports (SLCDA) Red Badge.
Working Conditions
Moderate physical activity. Required to push, pull, or lift medium weights up to 50 pounds. Uncomfortable working positions such as stooping, crouching, and bending in the performance of construction site visits. Intermittent exposure to stress because of human behavior and demands of the position. Required to work non-traditional hours.
