The Finance Manager plays a critical leadership role in advancing the financial health and operational effectiveness of Jefferson County Public Library (JCPL). This position oversees key financial functions, including budget development, financial planning and analysis, accounting coordination, procurement, contracts, and financial compliance. The Finance Manager prepares and presents financial analyses, reports, and recommendations to leadership and governing bodies, including the Board of Trustees, as needed. Position must comply with laws governing patron privacy and confidentiality under CRS24-90-119, and the Code of Ethics of the American Library Association, as well as ADA governing public access to space and technology. Description: Hiring Range: $87,613.57 - $113,897.64 Annually. FINANCIAL LEADERSHIP AND STRATEGY : Develops financial forecasts, models, and analyses to support strategic decision-making, resource allocation, and long-term financial sustainability. Collaborates with leadership and business divisions to evaluate financial plans, operating forecasts and organizational priorities. Provides strategic financial guidance for annual planning, budgeting and system-wide initiatives. Prepares and presents financial analyses and recommendations to leadership, the Library Board of Trustees, and County Commissioners. Serves as a financial resource to leadership teams and may represent the Division in financial discussions, presentations, and planning activities when needed. FINANCIAL PLANNING & BUDGETING: Leads development and administration of the annual operating budget and provides training and guidance to JCPL divisions throughout the budget process. Assists with preparing the annual five-year Capital Improvement Plan and Cost Allocation Plan; develops recommendations and presents analyses to leadership teams. Assists divisions in budget preparation and development of guidelines. Reviews and evaluates budget requests for completeness, financial impact, and compliance with JCPL and County policies, procedures, and budget guidelines. Monitors budget performance and expenditures, analyzes variances and financial impacts; develops recommendations regarding resource allocation and budget management. Analyzes requests for budget modifications, special expenditures and budget transfers, assesses financial impacts, and submits recommendations and required documentation for approval. Provides financial guidance and consultation to directors and managers regarding the effective allocation of funds and personnel resources. Coordinates and consults with other divisions regarding budget modifications and implementation of approved changes. ACCOUNTING COORDINATION & FINANCIAL REPORTING Monitors funds and accounts to ensure accuracy of accounting, financial reporting and compliance. Serves as the primary liaison with Jefferson County Strategy, Innovation & Finance regarding accounting activities, financial reporting, audits, capital assets, accruals, and related financial matters. Coordinates with County partners to support accurate and timely financial reporting activities and reviews financial activity, accruals, and adjustments to support reconciliation processes. Prepares monthly financial reports for the Board of Trustees. Supports audit processes by coordinating documentation, responses, and follow-up activities with internal and external stakeholders. Maintains working knowledge of Governmental Accounting Standards Board (GASB) requirements and governmental accounting best practices. PROCUREMENT & CONTRACTS MANAGEMENT Oversees procurement-related activities including purchasing processes, approval workflows, competitive solicitation processes and compliance with applicable policies and procedures. Provides oversight of Requests for Proposals (RFPs), Requests for

(RFQs), bids, and other competitive procurement activities. Oversees contract administration activities, including coordination, compliance monitoring, renewals, and mitigation of financial and contractual risk. Collaborates with stakeholders to support effective procurement, contracting, and vendor management practices. Promotes transparency, accountability, and cost-effective procurement and contracting practices. FINANCIAL OPERATIONS & SYSTEMS Oversees financial systems and processes to promote data integrity, efficiency, and effective utilization. Provides training, guidance and oversight related to financial systems, processes, and internal controls. Identifies and implements process improvements that enhance financial operations, reporting, and internal controls. SUPERVISION & MANAGEMENT: Provides leadership in support of the Library's mission, vision and values. Promotes a culture of accountability, collaboration, continuous improvement, and professional growth. Serves as a member of JCPL’s CMT (Combined Management Team). Supervises finance staff and oversees the work of temporary staff, volunteers and interns in area of responsibility. Administers or makes recommendations regarding personnel matters affecting direct reports including recruitment, onboarding, performance management, work assignment, leave administration, discipline, and related documentation as required by Library and Jefferson County Policy. Coaches and mentors staff on industry best practices and professional standards. Promotes professional development among direct reports and teams. Develops and implements change management strategies that maximize employee engagement and facilitate successful organizational change. Collaborates and coordinates with others in cross-functional teams to accomplish JCPL goals and objectives as well as Division goals and objectives. COMPLIANCE & GOVERNANCE Ensures compliance with applicable laws, regulations, policies, and financial management standards. Maintains awareness of evolving governmental accounting standards, regulatory requirements, and industry best practices. Supports compliance with patron privacy requirements under CRS 24-90-119, ADA requirements, and the American Library Association Code of Ethics. Performs other duties as assigned. Qualifications

Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration or related field. Five years of progressively responsible experience of related experience in a position with comparable responsibilities.

Experience

in budgeting and financial analysis, including coordination with accounting or audit functions. Two years of supervisory experience of two or more employees.

Preferred Qualifications

Experience

in public sector or fund accounting environments. Exposure to procurement processes or contract coordination.

Experience

supporting or participating in financial audits. Demonstrated success in process improvement or operational efficiency efforts. Professional certifications such as: Certified Public Accountant (CPA). Certified Public Finance Officer (CPFO). Certified Government Financial Manager (CGFM).
