The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. The Office of Procedures provides the critical link between policy development and worker execution of the agency programs. Up-to-date, well-written procedures, supported with effective training, provide workers with the knowledge and standards required to operate agency's program consistently and effectively. Reporting to the Senior Director, with wide latitude for independent judgement and initiative, the Director is responsible for planning, coordinating, implementing, monitoring and evaluating procedures designed for DSS/HRA/DHS staff. The Director applies a set of processes, tools, techniques, and skills necessary to successfully execute projects on time within budget, while managing the Agency’s expectations. The Director advises, confers and meets with all senior staff, including Divisions Directors, Assistant Deputy Commissioners and Deputy Commissioners and other staff as necessary. The Director is the primary point of contact for communications, interpretation and development of procedures related to Department of Social Services (DHS) Homeless Prevention Administration (HPA) and the Fair Fares program. The Office of Policy, Procedures and Training (OPPT) is recruiting for one Administrative Staff Analyst NMI to function as Procedures Director who will: - Direct and coordinate a procedure unit in the development, composition and editing of written policies and procedures including directives; manuals; operational instructions; charts; graphs and memorandums. Oversee the research of current and historic federal, state and city legislation regulations, court orders and settlements to ensure the composition of accurate and timely policy and procedures. Ensure that all policies and procedures are compliant with Agency policies and regulatory and statute requirements. - Work closely with DSS/HRA/DHS Operational Directors and Executive staff to review drafts and existing operational and fiscal policies and procedures. Discuss operations and maintains a list of necessary policies and procedures; meet weekly to oversee and discuss the status of the unit's ongoing and pending assignments. - Manage the development and implementation of special initiatives and operational reviews including the development of project plans, policies and procedures, monitoring implementation, document review, tracking, and operational and fiscal impact analyses. - Ensure that all policies and procedures comply with Agency policies and regulatory requirements and oversee the maintenance and the integrity of the repositories for the publishing of documents. Manages the tracking, posting and distribution of policy and procedural documents. - Liaise with DSS/HRA/DHS program areas for the coordination of joint initiatives, policies and procedures. Ensure that necessary revisions to existing DSS/HRA/DHS procedures are completed in accordance with joint initiatives, requirements, and processes. - Supervise procedure writers in multiple, complex research projects including analysis of social services legislation, regulation and operational trends. Reviews and approves policy documents and related materials to standardize formats and identify and direct the resolution of procedural inconsistencies. Assure written communication efforts are consistent with and lead to the maximum realization of the objectives of the Agency management plan. - Attend Agency meetings on behalf of the Senior Director and informs senior Agency members of new information. Interact with other Agencies and advises in high level staff meetings where the development and implementation of procedural documents are discussed and determined. - Coordinate, assign and direct ad hoc assignment and troubleshoot for the Senior Director as requested. Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

- Experience in management and supervision of staff. - Excellent communication and writing skills. - Extensive knowledge of Agency operations and NYS Social Service policy and procedures.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
