Act in a senior capacity to support the day-to-day operations of the regional Health, Safety, Risk and Compliance function. Provide effective HSE management, risk assurance and compliance support across offshore and onshore regional activities as well as Alliance Partners. Liaise with all departments, contractors and vendors to identify improvement opportunities, manage operational risks, maintain regulatory compliance and promote continual improvement in safety, environmental and compliance performance. QUALIFICATIONS Five years of relevant experience in the energy industry with experience in maintaining a world-class HSE infrastructure and system. Detailed knowledge of coastal state regulatory requirements affecting operations. Knowledge of applicable Norwegian and international regulatory requirements, legislation and offshore codes, including the Norwegian Maritime Authority requirements, relevant Norwegian regulations, MODU Codes, ISM, ISPS, SOLAS and MARPOL, as applicable to offshore drilling and marine operations. Expert knowledge of HSE management systems, including their structure, governance, implementation, assurance and continual improvement processes. Excellent interpersonal skills, a high level of technical knowledge and capability and the ability to work effectively with a broad range of people – from corporate leadership, hemisphere managers, field employees, government regulatory personnel and customers. Excellent oral and written communications skills. Must possess a high level of integrity in all situations. Willingness and ability to travel when required, including domestic and offshore assignments. Experience with performing chemical audits and performing incident investigations. Knowledge of the 5 Whys technique. ESSENTIAL FUNCTIONS Support the Risk and Compliance Manager with the day-to-day coordination and delivery of regional risk, compliance, health, safety and environmental management activities. Assist in the development and maintenance of HSE policies and procedures, strategies, practices and programs as required. Support the development of interface, bridging documents with clients, emergency response plans and risk management studies as required. Support the preparation, review, maintenance and compliance assurance of HSE Cases for assigned rigs. Coordinate periodic updates, verify that risk assessments and control measures remain current, and ensure changes are effectively communicated to relevant stakeholders, including offshore and onshore management, personnel and clients Focal point for HSE activities required for rig start up, ramp down, rig move and new countries. Assist onshore and offshore facilities in area of responsibility with compliance to Noble policies and procedures. Participate as an active member of incident investigation teams, providing risk and compliance expertise, supporting evidence gathering, root-cause analysis, corrective actions and the communication of lessons learned. Plan, conduct, and document audits of Noble’s HSE management system requirements and generally accepted safe practices on Noble rigs and shore-based locations in region of responsibility. Act as the primary point of contact for HSE, risk and compliance-related enquiries within the assigned area of responsibility, providing expert guidance, support and direction to offshore and onshore personnel as well as Alliance Partners. Monitor internal and external factors, including regulatory, operational and industry developments, to identify opportunities for improvement. Communicate relevant HSE, risk and compliance updates through formal notices, alerts and lessons learned across the region. Represent Noble at the business unit level with customers as required. Represent Noble on industry committees and projects as directed by Risk Manager. Coordinate the management of occupational illness and workplace injury cases in accordance with applicable Norwegian requirements, including regulatory reporting, notification and documentation obligations. Liaise with the Risk and Compliance Manager, HR, the Corporate Claims Department, medical providers and relevant authorities to ensure employees receive appropriate medical care, support and safe return-to-work arrangements. Assist in gathering HSE information required for new tenders, clarifications and supporting evidence. Responsible for facilitating HSE information required for client business reviews.
