Job description

[What the role is] The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The One Health Office’s role is to drive and improve One Health coordination and collaboration at the national level with key stakeholders. As an Assistant Director/Senior Assistant Director at the One Health Office of CDA, you will anchor the secretariat for Singapore's inter-agency One Health coordination, exercising leadership across the One Health secretariat network in CDA's capacity as permanent co-chair of the One Health inter-agency committees. Beyond secretariat work, you will take ownership of and lead selected priority One Health initiatives — spanning food safety, animal-borne diseases, vector-borne diseases, environmental hazard domains and other cross-cutting programmes, aligned to your expertise. You will contribute substantively to Singapore's One Health policy development and represent CDA and Singapore in local, regional and international One Health platforms. This is a hands-on, high-ownership role that combines operational rigour with strategic leadership. If you are organised, intellectually curious, experienced in driving complex multi-agency work, and motivated to build a senior professional profile in One Health while shaping Singapore's national One Health agenda, this role may be for you. You will be working in a dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. [What you will be working on] Serve as the key secretariat for the One Health Office, managing inter-agency meetings, documentation and follow-up across the One Health Master Plan workstreams and cross-cutting initiatives. Exercise leadership to coordinate and guide secretariat counterparts in NEA, NParks, PUB and SFA to ensure consistent and effective inter-agency coordination. Take ownership of and implement selected One Health initiatives within your area of expertise, working with co-facilitators and subject matter experts from CDA and partner agencies. Prepare and coordinate submissions, ministerial briefs and policy papers on One Health matters for senior management and inter-agency committees. Monitor and report on the progress of One Health Master Plan workstream deliverables and activities. Represent CDA at inter-agency meetings and, over time, at local, regional and international One Health events and forums as opportune. [What we are looking for] Degree in public health, life sciences, environmental health, veterinary science, social sciences, public policy or a related discipline. At least 5 years of relevant experience in coordination, policy or programme management, preferably in a government or public health setting. Demonstrated ability to manage complex, multi-stakeholder programmes and engage effectively at senior levels across agencies. Strong organisational skills and ability to manage multiple workstreams and deadlines concurrently. Good/excellent written communication skills, with experience drafting submissions, briefs or reports for senior management. Strong interpersonal and stakeholder management skills, with the ability to work effectively across agencies. Genuine interest in at least one area of One Health and motivation to develop professional expertise in that area.
